Montenegro is an ex-Yugoslav country on the Adriatic Sea in Eastern Europe. The country’s stunning beaches and picturesque towns make it a renowned tourist destination. The government is not a member of the European Union, but it is the next to join. The process is expected to be completed in the coming years. The Montenegrin Economic Citizenship Program is a citizenship by investment (CBI or CIP) programme that grants accepted applicants and their family’s citizenship in just a few months without the need for prior residence.

You can easily get Montenegro Citizenship by investment for yourself, your spouse, and your minor children. In addition to a contribution to the state fund, the Montenegrin CBI proposes real estate investments. The real estate investment can be made in a construction project on the coast, in Podgorica, or in the northern and central regions of the country. North and primary area investments are eligible for a lower investment threshold. The investment must be kept for a period of five years.

The citizenship by investment programme in Montenegro is appealing to those seeking EU citizenship but unable to meet the investment requirements of the Malta economic citizenship programme. It could take until 2025 for Montenegro to enter the EU, but the Montenegrin passport already allows for 90 days of visa-free travel in Europe’s Schengen zone within 180 days. You can also fly to Russia without a visa and apply for an E-2 investor visa with the US. Montenegro has a meagre tax rate, with personal income taxes capped at 12.6 percent.

To qualify for the Montenegro citizenship by investment program, you will need to donate to the state and make a real estate investment in the country. The investment must be kept for at least five years.

Applicants must have deposited €200,000.00 in the ESCROW account for the establishment of underdeveloped local self-government units for the purposes outlined in Article 18 of the Regional Development Law; AND €250,000 to invest in a construction project in Montenegro’s northern or central area, except the capital city of Podgorica; covering five-star projects in the coastal region or the capital city of Podgorica, or at least four-star projects in the northern or central region, excluding the capital city of Podgorica;

CAPITAL CITY OF PODGORICA OR COASTAL REGION OF MONTENEGRO

Applicants must have deposited €200,000 in an ESCROW account for the development of underdeveloped local self-government units for the purposes outlined in Article 18 of the Law on Regional Development, AND they must have deposited €450,000 in an ESCROW account to invest in a development project in Podgorica or the Coastal Region of Mljet.

PROCESS

Application Processing Time: 4-5 months

Stage 1 - Month 1

Only an approved agent registered with the programme is allowed to apply for citizenship through investment in Montenegro. That agent will facilitate the transaction with the government and the construction project. You'll need to transfer the funds into escrow and apply for the programme once you've collected all of the paperwork.

Stage 2 - Month 4

The Montenegrin authorities will process your application in 3 to 4 months. Once you've been given a decision on your file, you'll be approved in principle. The transfers must be completed by withdrawing the funds from escrow. Once you've done so, you'll need to provide evidence of the transactions to the Montenegrin authorities.

Stage 3 - Month 5

You will be required to take an Oath of Allegiance before accepting your citizenship certificate after your final approval has been obtained. You may apply for a Montenegrin passport using your citizenship certificate.
